Knowing who to contact is the first step to getting involved. The Inland Empire is served by multiple transportation agencies at the regional, county, and local levels. Each agency has its own planning process, public meeting schedule, and opportunities for community input. Use this directory to find the right agency for your transportation concern.
SCAG
Regional PlanningSouthern California Association of Governments
SCAG is the nation's largest metropolitan planning organization (MPO), representing six counties including San Bernardino and Riverside. SCAG develops the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS), which guides billions of dollars in transportation investments across the region. As the federally designated MPO, SCAG's plans determine which projects receive federal funding.
RCTC
County TransportationRiverside County Transportation Commission
RCTC is the county transportation commission for Riverside County. It plans, funds, and coordinates transportation improvements throughout the county, including highway projects, rail service, and transit. RCTC administers Measure A, the county's half-cent transportation sales tax, which generates hundreds of millions of dollars annually for local transportation projects.
SBCTA
County TransportationSan Bernardino County Transportation Authority
SBCTA is the county transportation commission for San Bernardino County, the largest county by area in the contiguous United States. SBCTA plans, funds, and delivers major transportation projects across the county, from the urban valleys to the mountain and desert communities. SBCTA administers Measure I, the county's half-cent transportation sales tax, and coordinates with Caltrans, transit agencies, and local jurisdictions.

Transit AgencyOmnitrans
Omnitrans provides bus service throughout the San Bernardino Valley, serving 15 cities and portions of unincorporated San Bernardino County. The agency operates fixed-route bus service, the sbX Bus Rapid Transit line, and Access paratransit service for riders with disabilities. Omnitrans is one of the primary ways that residents in the San Bernardino Valley access jobs, healthcare, education, and essential services.
RTA
Transit AgencyRiverside Transit Agency
RTA provides bus service throughout western Riverside County, serving a population of over 2 million across nearly 2,500 square miles. RTA operates local fixed-route service, CommuterLink express routes, and Dial-A-Ride paratransit. The agency connects communities from Corona and Norco in the west to Hemet and San Jacinto in the east, and from Riverside and Moreno Valley to Temecula and Murrieta in the south.

State TransportationCaltrans District 8
Caltrans District 8 is responsible for planning, designing, constructing, and maintaining state highways and freeways in San Bernardino and Riverside Counties. The district manages over 2,000 lane miles of state highway, including major corridors like I-10, I-15, I-215, SR-60, SR-91, and SR-210. Caltrans District 8 works closely with county transportation commissions, cities, and federal agencies on transportation projects throughout the Inland Empire.
